Abstract

Purpose

The purpose of this paper is to provide an introduction to the special issue on defence logistics. To achieve this, an overview of the field of defence logistics is offered together with a discussion of the historical and contemporary issues that have confronted researchers and practitioners. Current research is described, and a research agenda for future work in the field is proposed.

Design/methodology/approach

The paper is based upon a conceptual discussion of defence logistics as it has been studied in the past and is being studied in the present, and a reflection on the ways in which past research can usefully inform future research agendas.

Findings

The paper discusses the current state of defence logistics research, and proposes a research agenda for future work based upon the anticipated characteristics of future combat operations.

Research limitations/implications

A future research agenda is proposed that is informed by recent transformations in the conduct of warfare, as well as through anticipated changes in the global strategic landscape. Comparisons are made between defence logistics operations and their commercial counterparts to illustrate where there may be opportunities for adaptation based on the underlying similarities.

Originality/value

This paper discusses the major threads and themes of defence logistics research as a discipline, highlights the changing landscape of conflict in the 21st century and provides a future research agenda for those working in the field.

Abstract

Purpose

The purpose of this paper is to provide an introduction of the two parts of the Special Edition of the journal devoted to the challenges of humanitarian aid logistics. To achieve this, an overview of the humanitarian logistic field is provided focussing on a number of key areas in which the principles and practices supporting commercial supply network management (SNM) have the potential to offer significant improvement in the efficiency and/or effectiveness of the humanitarian logistics preparation and response.

Design/methodology/approach

The paper is based on a conceptual discussion of issues of SNM in a humanitarian aid context, linked to the more specific discussions of the contribution of the research presented by the authors of the papers accepted for the special editions.

Findings

The paper discusses the concept of SNM and argues that the fundamental principles that have been the subject of considerable academic scrutiny are equally applicable to the humanitarian logistic field – albeit, in some cases, the specific environment may alter the balance of risk/benefit for particular approaches.

Originality/value

The application of commercial SNM theory and practice has received limited consideration within the humanitarian aid logistics literature to date. This paper is designed to redress this shortfall. As a result, it is hoped that it will act as a catalyst for further research and to widen and deepen the resultant debate with a view to improving the outcome for those affected by current and future disasters.

Purpose

This paper aims to develop a “line of sight” between improved military capability through supply network effectiveness to trust and shared values, and test the proposition that the effectiveness of the UK's military supply network (SN) will reflect the extent of the shared values within that network.

Design/methodology/approach

Using a three unit case study, the extent of the shared values is tested using a computer aided text analysis technique and an amended version of the Kuhn and McPartland Twenty Statements Test.

Findings

The research was unable to demonstrate alignment between higher levels of shared values and SN effectiveness. This may reflect the marked differences between commercial SNs which incorporate an assumption of near total elasticity of supply and aim at “on time in full” delivery, and their military counterparts which, not least for budgetary constraint reasons, do not have the same drivers of performance.

Research limitations/implications

Further investigation should be undertaken to examine the generalisability of the research findings both within the UK and internationally.

Practical implications

The research underlines the caution that should be exercised when attempting to migrate commercial SN management thinking to a military environment.

Originality/value

Notwithstanding the vast sums expended on the provision of defence logistics, there is only very limited consideration of how best to achieve the appropriate balance between efficiency (low cost – especially in peacetime) and effectiveness (life saving – especially in war). This research offers some early insights using two novel techniques that represent valuable alternative means of understanding the impact of issues such as trust and shared values within SNs.

Abstract

Purpose

The purpose of this research is to analyse military logistics providing a decision support instrument for contracting in defence supply chains.

Design/methodology/approach

This instrument – the Performance‐Based Logistics (PBL) portfolio – is developed following the contingency approach. Qualitative interviews and illustrative examples from Germany, Austria and Switzerland are used to validate the portfolio.

Findings

The proposed portfolio examines a military demand in respect of its required effectiveness (robustness and resilience), and the suppliers' ability to influence efficiency (forecast and supply risk). In combination, the contingencies are used to recommend three alternative types of PBL contracting.

Research limitations/implications

This paper is based on conceptual work with illustrative case examples. Therefore, although the authors believe that the PBL portfolio provides useful guidance for further research, the empirical applicability of this instrument must be proven.

Originality/value

The research on PBL is gaining importance, but still there remains a deficiency of theoretical grounding and management instruments. This study is a first approach to use the contingency framework for developing such an instrument. The value of the PBL portfolio lies in supporting normative decision making for contracting military supply.

Abstract

Purpose

This paper aims to examine some of the more effective means of advocacy focused on promoting the unique role of logistics in the delivery of much needed humanitarian aid, and outlines some of the challenges as experienced in the outcomes of recent disasters such as the Indian Ocean Tsunami 2004.

Design/methodology/approach

The paper draws from the limited literature available in humanitarian relief, the authors' first hand experience, input from colleagues in humanitarian logistics performance measures, attitudes in both the private sector and the humanitarian aid sector and other management factors to discuss how the role of logistics is still undervalued and under resourced.

Findings

Strategic investment in logistics for humanitarian aid will impact positively on the delivery of humanitarian aid. Efforts are being made by NGOs, United Nations Agencies and to a lesser extent the donor community, but these efforts are fragmented.

Practical implications

If logistics in humanitarian relief is supported and valued the effectiveness and predictability of humanitarian response will improve. Even small improvements in efficiency in logistics will result in significant savings in logistics costs.

Originality/value

There is little published in logistics for humanitarian relief and disseminating the importance of logistics in humanitarian aid and the challenges it faces will assist the donor community, the NGOs and the field logisticians in raising the profile of logistics.

Abstract

Purpose

The purpose of this paper is to determine how a small country's military force and a small country's non‐governmental organization (NGO) plan for and set up equipment maintenance, spare parts inventories in connection with man‐made humanitarian disasters. Additionally, it seeks to determine how the physical context, organizational structure and governance affect the planning and set‐up.

Design/methodology/approach

A research model that combines organizational theory with spare parts inventory theory is developed. Case study research methodology is used and observations and findings are discussed within the research model in order to answer predefined hypotheses.

Findings

Regarding planning procedures, as well as how the maintenance concept and spare parts inventory are set up, the research concludes that the organizational structure and governance of the organization contributing to the humanitarian operation in question are more important than physical context of the operation itself. Further it is concluded that the maturity level, when it comes to inventory control issues, is different for the two cases in question. None of the cases, however, utilize modern optimization methods and tools.

Research limitations/implications

Qualitative data from the two case studies give the possibility for in depth analysis of the case study findings. Lack of quantitative data means that it has not been possible to statistically reject or accept the hypotheses. More research is needed to present a template and/or processes based on the findings in the research.

Practical implications

By applying the research model developed in this study, organizations that contribute to humanitarian disasters could more easily assess their own possibility for effective maintenance and spare parts inventory planning and set up.

Originality/value

The study of the planning and set up of maintenance and spare parts inventories for both military and NGO players in connection with a man‐made humanitarian disaster is new. Further, the development of spare parts inventory theory into organizational theory is relatively new. Limited research is available within this field. The paper should be of interest to both practitioners and researchers within the field of maintenance and spare parts inventories in general, and in connection with humanitarian disasters in particular.

Abstract

Purpose

The purpose of this paper is to share the design and testing procedure of the “Development Indicator Tool” – a tool developed by the International Federation of Red Cross and Red Crescent Societies (IFRC) to guide and monitor the continuous performance improvement of their (regional) logistics unit(s) on a daily basis.

Design/methodology/approach

The paper follows a descriptive approach. It starts with a description of the situational background of the IFRC. In a second step, it briefly portrays the theoretical concepts of continuous improvement and of the Balanced Scorecard and highlights the extension of existing literature on performance measurement in general and humanitarian logistics in particular. Next the paper summarizes the objectives of the tool and describes the four development phases as well as the tool design including the dashboard and the selected indicators. It concludes with indications on key success factors, challenges met along the way, expected impact and the future perspective.

Findings

The process of designing and implementing (tools for) a performance measurement and management system can and should be kept simple. Important for the success of the process is the integration of key stakeholders throughout the entire process as well as the simplicity and user‐friendliness of tools and system.

Practical implications

The provided insights are only a cut‐out of a solution developed for the specific context of one humanitarian organization. But by its simplicity it might encourage other organizations to start or improve their own performance management system.

Originality/value

Since conceptual and empirical research on performance management systems in the context of humanitarian operations in general and disaster relief logistics in particular are still limited, design and testing of a concrete indicator tool might contribute to the further investigation of this topic. The paper aids this process.

Abstract

Purpose

There is a need for theory development within the field of humanitarian logistics to understand logistics needs in different stages of a crisis and how to meet these. This paper aims to discuss three dimensions identified in logistics and organization theories and how they relate to three different cases of humanitarian logistics operations – the regional concept of the International Federation of Red Cross Red Crescent Societies, the development and working of the United Nations Joint Logistics Centre and coordination challenges of military logistics in UN mandated peacekeeping operations. The purpose is to build a framework to be used in further studies.

Design/methodology/approach

A framework for the study of humanitarian logistics along three dimensions is developed, followed by a discussion of the chosen cases in relation to these dimensions. The framework will be used as basis for the case studies to be undertaken for the purpose of understanding and identification of new questions and needs for other or revised concepts from theory.

Findings

The paper shows the relevance of a wide literature to the issues pertinent to humanitarian logistics. There is considerable promise in extant literature on logistics, SCM and coordination, but this needs to be confronted with the particular issues seen in the humanitarian logistics setting to achieve further theory development.

Originality/value

The major contribution of the paper lies in its breadth of theoretical perspectives presented and combined in a preliminary theoretical framework. This is applied more specifically in the three case studies described in the paper.

Abstract

Purpose

This paper aims to develop the tentative hypothesis that common effective dynamics generate asymmetry volatility and unpredictability in the business, military and humanitarian logistics sectors.

Design/methodology/approach

The paper examines collaborative supply chain management (CSCM) concepts which integrate practical comparator cases to develop and justify the theoretical framework.

Findings

The humanitarian logistics sector can take “best practice” from business and military LSCM developments, but has specific problems of potential instability which require sector‐specific attention.

Research limitations/implications

Humanitarian logistics' “present state” is a zero sum model because of the fragmented nature and number of disparate actors, which generate the logistics system volatility, unpredictability and asymmetry common to unstable operations, and which formed the research rationale for this paper.

Practical implications

The development gap identified can be resolved, and synthesis achieved, with the application of an intelligent system infrastructure.

Originality/value

This paper provides a development framework for a comprehensive set of universal techniques and a commonality in humanitarian logistics and supply chain management.
